MailChimp does this with its automated options however I find these limiting. I am a fan of AutoPilotHQ. With this you can set up various options like A/B Testing or send information if a returning customer has visited a specific page on your site. It can even send an SMS message.
One of the great things about AutoPilotHQ is you do not need to generate any HTML as it can read the current form on the site, making it super easy.
